Planning Issues

The topic of this ProCon event is Planning Issues and the event will hear from Grant Butterworth, Head of Planning at Leicester City Council and Jay Mehta and James Child from Howes Percival.

Grant will focus on presenting a shared understanding on the tensions and challenges of planning and will look at the development market and dynamics in the City and the planning challenge of delivering on housing targets and employment sites.

Jay and James will look at The Housing and Planning Bill and proposed reforms to boost housing supply. They will highlight specific examples and issues that they have come across including:

The implications of the West Berkshire High Court decision removing the 10 unit threshold for provision of affordable housing.
Recent appeal decisions concerning 5 year housing land supply and further opportunities.
Community Infrastructure Levy and the pooling restrictions and how these are being tackled in section 106 agreements.
